MEMORANDUM

Posted: January 25, 2023 11:33 AM
From: Representative Ismail Smith-Wade-El
To: All House members
Subject: Bill of Rights for Unhoused People

On any given night, there are approximately 15,000 people across Pennsylvania who are experiencing homelessness and do not have access to housing. Sadly, shelters are few and far between, and many individuals are forced to sleep outside or on the street. The burdens of joblessness and poverty increasingly fall on this segment of the population, who face extreme challenges even in the best of times.

My legislation will establish a Bill of Rights to protect the civil and human rights of people who are unhoused, ensuring that no individual should suffer unnecessarily, be denied basic rights, or be subject to unfair discrimination based on their housing status. These are key rights people experiencing homelessness deserve to have protected.

Looking out for our most vulnerable populations is crucial in maintaining the health and safety of the people of Pennsylvania. Neighborhoods and communities thrive when they work together to look out for those in need.

This legislation is an important step in protecting those who do not have housing in Pennsylvania. I hope you will join me in standing up for their rights and dignity by co-sponsoring this legislation.
