Subject: | Performance Audit of the SURE System or Replacement General Registry Every Four Years |
In the very near future, I intend to introduce legislation to require a performance audit of the SURE system or its replacement general registry at least every four years. As I examined the control concerns in the Auditor General’s Audit of the Statewide Uniform Registry of Electors (SURE) system completed in 2019 by then Auditor General, Eugene DePasquale, it became apparent that certain controls were lacking in the system of internal and external controls on voting which helped create confusion in the election reporting. Auditor General DePasquale’s 2019 Performance Audit Report on the SURE identified numerous downfalls by the Department of State which then lead to several more inconsistencies among the counties in the Commonwealth. The purpose of this legislation is to reform the processes of the audit of the SURE system going forward. This bill increases the accuracy of the general registry by using Generally Accepted Government Auditing Standards for performance audits as specified in the following standards: A performance audit under U.S. Generally Accepted Government Auditing Standards. This legislation establishes performance audits at least every four years to be implemented in election years without a presidential or gubernatorial election in an effort to reduce the burden on county election officials and will be effective in year 2024 for elections after December 31, 2023.
