CO-SPONSORSHIP MEMORANDUM

To:                   All House Members

From:               Representative Jim Haddock

Date:               February 21, 2023

Subject:           Pipeline Impact Fee

Recently, there has been an increase in demand for oil and gas drilling in Pennsylvania. As such, this has created a new demand for pipeline infrastructure. It is imperative that the resulting increase in pipeline infrastructure include a focus on community and public safety so that residents are not negatively impacted by new pipeline projects. However, not every community has the resources necessary to ensure public safety.

For this reason, I will be introducing legislation that rededicates a portion of the Commonwealth’s Impact Fee to create a grant program to provide funding to local governments based on the length of pipeline in the community and the population density.  This funding will provide assistance to local communities in dealing with any impacts as a result of new pipeline projects.

Join me in co-sponsoring this legislation to help families and local governments who are impacted by pipeline infrastructure.

Introduced as HB740
