MEMORANDUM

Posted: March 16, 2023 09:03 AM
From: Representative Joshua Siegel and Rep. Melissa L. Shusterman
To: All House members
Subject: Pennsylvania Youth Service Corps

The lessons taught outside of the classroom are as important as those taught inside it. Risky behaviors are actions commonplace in teenagers, but they stem from a desire for belonging or an urge to impress peers. Fortunately, positive youth development programs are a proven way to meet these needs without the use of such behaviors; as its name suggests, these programs can positively impact our children and promote strong social values. Unfortunately, our state does not have an established youth development program—it is time to correct that mistake.

That is why I plan to introduce legislation establishing the Pennsylvania Youth Service Corps. This program will give Pennsylvania adolescents the opportunity to help their communities while allowing them to earn a fair day’s pay for a hard day’s work. In coordination with counties and municipalities, the program will provide the youth of Pennsylvania the opportunity to grow personally and professionally.

Our children are the future of our state. They are the next generation of teachers, nurses, physicians, engineers, and policy makers who will lead Pennsylvania through future challenges. We have a responsibility to ensure they are well-equipped to face any problem, and that begins with a well-rounded foundation based on values such as the need for civil service.

Let us work together to support our kids. Please consider co-sponsoring this much-needed legislation and ensure that every child has the tools needed for success.
