Subject: | Changing the Fiscal Year for School District Budgets |
The fiscal year for school districts currently aligns with that of the Commonwealth, running from July 1 to June 30. As a result, school districts must pass their budgets by June 30, which is the same deadline as the State government's budget. However, the budget process for school districts starts over six months before the fiscal year begins, making it difficult for school boards to obtain precise data on State appropriations in time for budget enactment. Consequently, uncertainties may lead school districts to adopt budgets that needlessly increase property taxes. To address this issue, I plan to introduce legislation proposing a change in the school district fiscal year to begin on September 1 and end on August 31. Such a change would enable school boards to access more precise information about State and Federal funding levels, allowing for more informed budgeting decisions. This legislation would protect taxpayers while giving school boards the certainty they need to make informed decisions that ultimately affect our children. |
