Subject: Chapter 14 Reauthorization
 
For 20 years, Chapter 14 of Title 66 has set the framework for consumer protection between a public utility and its customers.

All water, gas and electric customers in our Commonwealth are afforded certain protections under Chapter 14 in areas such as service connections and shut-offs, fees and deposits, delinquent bills and payment plans. This chapter expires at the end of 2024 and must be re-authorized. It is far too important to put off or wait until the last minute to address. I am introducing a bill to do just that, with some much-needed changes.

This legislation will give more flexibility to the PUC relative to payment agreements, brings water and wastewater into the chapter, limits financial disclosures, addresses unfairness in cash deposits and reconnection service, and requires more effort from utilities to work with struggling customers.

Chapter 14 has been a success. But it must be re-authorized and improved. Pennsylvanians deserve these protections. We must act now.
