Subject: | Increasing transparency and accountability for PASSHE and state-related schools |
Our state-owned and state-related universities make significant contributions to our Commonwealth and play an important role in educating the future of our workforce. To support their efforts, the General Assembly provides significant funding and sets guidelines to ensure they are operating as well as they can. We require significant reporting information from our state-owned institutions, but we do not have all of those same assurances from our state-related schools. Additionally, concerns have been raised that our current method of choosing board members for the Pennsylvania State System of Higher Education (PASSHE) Board of Governors may not be the most optimal. This is important because PASSHE board members make significant decisions on broad educational, fiscal, and personnel policies for PASSHE, and ensure the efficient management of the system. It is important that we help our state-owned and state-related universities continue to improve as pillars of our Commonwealth. That is why we are introducing a package of legislation to address transparency and accountability of our state-owned and state-related institutions. The state-owned and state-related universities are so important to the strength and well-being of Pennsylvania and, as members of the General Assembly, it is our responsibility to set them up for success. We believe that we can do that by increasing the transparency and accountability of our state-owned and state-related universities. Please join us in supporting this important legislation. |
Introduced as HB1528
Description: | The first measure is a bill that would require state-related universities to report more information than what is already required of them, bringing them more in line with the information already required of state-owned universities.

Introduced as HR167
Description: | The second measure is a resolution to direct the Joint State Government Commission (JSGC) to study what the PASSHE universities are currently doing to ensure board members are selected based on merit and make recommendations on what still needs to be done to ensure board members are chosen based on who would be best for the job
