MEMORANDUM

Posted: June 1, 2023 03:59 PM
From: Representative Joshua Siegel
To: All House members
Subject: Prohibiting Firearms in the Capitol

According to the Pennsylvania Department of General Services, visitors are prohibited from possessing firearms in the State Capitol Complex. Such policies are in place to protect the public, officials, and employees as they utilize the Capitol building and surrounding grounds. However, these policies have not been preserved under state law.

To safeguard our shared work environment, I will be introducing legislation that would prohibit individuals, with the exception of law enforcement and security personnel, from carrying firearms at any time in Pennsylvania’s Capitol. Under the legislation, lockers or similar facilities would be required to be made available, at no charge, within each building of the Capitol for the temporary checking of firearms.

As a national historic landmark, all Pennsylvanians and visitors deserve to safely use and enjoy the Capitol Complex without the threat of gun violence. Furthermore, it is vital, especially during these tumultuous times, that we show respect for everyone’s right to feel safe by prohibiting firearms in the Capitol and surround grounds. Please join me in valuing this right to safety by co-sponsoring this legislation.
