Subject: | Stopping Repeat School Bus Passing Offenders |
I am proposing to close a loophole in our state’s School Bus Stop Arm Camera Program. At present, a vehicle owner can claim as a defense, without showing proof, that they were not driving the vehicle at the time of the violation. To ensure that all violators of our School Bus Stop Arm Camera Program are held accountable, I am introducing legislation to require that a vehicle owner who claims they were not driving their vehicle at the time of a violation identify and provide contact information for the individual who was driving. These same requirements already exist for Turnpike toll violations, and protecting our students throughout our state is far more important than collecting tolls. A National Highway Traffic Safety Administration study of stop-arm camera programs found that when drivers are penalized for illegal passing, they typically do not receive additional citations. When folks who are putting lives in danger by illegally passing school buses are not held accountable, they are encouraged to re-offend.
