Subject: Urging the Congress of the United States to Eliminate Emissions Testing Regulations
 
In the near future, I will be sponsoring a resolution that urges the Congress of the United States to eliminate emissions testing regulations.

In 1995, Pennsylvania established the PA Emission Inspection and Maintenance Program, designed to help Pennsylvania meet regional clean air goals.  Under PA’s Emission Inspection Program, the citizens of our Commonwealth face unnecessary emissions testing requirements.

Out of Pennsylvania’s 67 counties, only 25 are required to participate in the PA Emission Inspection and Maintenance Program.  This program requires vehicle owners to comply with different types of emissions inspections based on their vehicle’s registration region:  Northern, Philadelphia, Pittsburgh, or South Central.

Emissions regulations are no longer needed to reduce air pollution due to the substantial increase in sales of fuel-efficient, plug-in hybrid, and electric vehicles.  Further, the two-speed idle test that is part of our State Implementation Plan (SIP) for emissions is hurting garage owners, mechanics, and vehicle drivers.  The chassis dynamometer used for the two-speed idle test is obsolete and it’s near impossible to find a manufacturer to provide service or spare parts for it.  Many autobody shops stop offering the two-speed idle test once they can no longer service their dynamometer and drivers are left without reasonable options to complete the testing.

This resolution calls on our federal partners to eliminate the emissions testing regulations and reduce the unnecessary burdens on Pennsylvania residents.
