Subject: Articles of Confederation Day
 
Soon, I will introduce a resolution acknowledging November 15th as Articles of Confederation Day in Pennsylvania. This resolution will bring awareness to an important timeframe in our nation building.

As the Continental Congress fled from potential British invasion of Philadelphia during the American Revolutionary War, Yorktown became refuge and home for nine months.  Here the Congress drafted the Articles of Confederation, adopting them while in session in the 1754 York County Court House on November 15, 1777.

The Articles are the first legal document to refer to the 13 colonies as “the United States of America”.  This document was an agreement that served as our nation’s first frame of government.  Our nation functioned from this document until the enactment of the U.S. Constitution in 1789.  It provided a central government with the powers formerly reserved to the king and parliament but allowed for much of the government to be with the states, organizing in Perpetual Union.

While in York, the Continental Congress also ratified two treaties, marking the first recognition of the United States by a foreign power.
