Subject: Conducting a Study on 24-hour Campaign Contribution Reporting Systems
 
­­­­­­­­­­­As a growing percentage of campaign contributions are being made in the final days of political campaigns—after final pre-election reporting deadlines have passed—voters are increasingly unable to fully vet the candidates who would represent them. Voters deserve to have the full picture of the campaigns they are supporting or opposing and we believe we can leverage modern technology to bridge this gap in information access. 

To that end, we will be introducing a resolution that directs the Joint State Government Commission (JSGC) to conduct a comprehensive study on 24-hour campaign contribution reporting systems. Specifically, the study will identify the necessary technology and practices required for the implementation of a reporting system capable of disclosing campaign contribution receipts within 24 hours. Under this resolution, the JSGC must submit a report that recommends legislative and administrative actions to effectively implement the proposed 24-hour timeframe, including suggestions of appropriate penalties for the failure to report within 24 hours.

Pennsylvania deserves an informed electorate and a fair democratic process. This study will establish the foundation for a reporting system that mandates the disclosure of campaign contributions within 24 hours and ensures their accessibility to the public.
