Subject: Dependent Care Assistance
 
Earlier this Summer, the House voted overwhelmingly to expand the Pennsylvania Child and Dependent Care Enhancement Tax Credit Program. This program, originally enacted as part of the 2022-2023 budget, mirrored a federal law that enable workers to claim a tax credit for expenses incurred in obtaining care for a child or dependent in order to be able to work. In expanding this vital benefit, we doubled down on our commitment to supporting families across our Commonwealth who struggle to afford care for their loved ones.
 
While this progress is welcome, we can go even further in supporting these families. Currently, federal law enables employees who make contributions to their employer for a dependent care assistance program to exclude a portion of these contributions from their gross income. My legislation would bring this benefit to Pennsylvania and enact a state version of the federal program. Under this program, employees would be able to exclude up to $5,000 in contributions from state income taxes.
