House of Representatives
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: November 1, 2023 01:30 PM
From: Representative Carol Kazeem
To: All House members
Subject: Designating November 1, 2023, as State Correctional Institution Day in Pennsylvania

Legislators are responsible for laws that govern incarceration, parole and sentencing. However, legislators are not required to visit prisons. Visiting state correctional institutions would provide legislators the opportunity to examine prison conditions, listen and speak to incarcerated individuals, and understand how state funding is appropriated to these institutions.

For this reason, I will be introducing a resolution that would designate November 1, 2023, as State Correctional Institution Day in Pennsylvania to raise awareness of the need to monitor and continue to improve conditions in our prisons so that all people are treated humanely and aided in their rehabilitation. The resolution would also encourage members of the House of Representatives to visit a state correctional institution unannounced at a minimum of two times annually. It is vital that all members have a comprehensive understanding of the prison system as we work toward improving the criminal justice system.

Please join me in co-sponsoring this resolution to ensure that we are responsibly and accurately representing the needs of the incarcerated population.
