Subject: Cosmetology Licensure Compact
 
­­­­­­­­­We will soon be introducing legislation that would authorize our Commonwealth to join the Cosmetology Licensure Compact. This legislation would help address a workforce shortage by making it easier for a cosmetologist who holds a license in good standing from another participating state to work in Pennsylvania. Likewise, it would allow Pennsylvania licensees to immediately work in other Compact member states.
 
The Compact benefits all licensed cosmetologists, but it also contains special provisions for active-duty military members. This will make certain that licensure does not add to the burden military families experience when assigned to new duty stations. In fact, the development of the Compact and the National Database was funded by the Department of Defense (DOD) to reduce barriers for licensed members of military families. The bi-directional nature of this mobility—allowing mobility both in and out of a state—is considered the most desirable model by the DOD.
 
The Compact will benefit cosmetologists, employers, and consumers alike. Regulators will see reduced administrative burdens and greater public safety through a shared data system. Business owners will be able to recruit and hire the talent they need, and consumers will see an enhanced workforce providing high quality and timely cosmetology services.
