Subject: Removing Restrictions from Philadelphia to adopt Gun Safety Regulations
 
For too long, lawmakers in Harrisburg have dragged their feet while our communities continue to suffer from the epidemic of gun violence. Our local governments are currently prohibited from taking any action to regulate firearms or ammunition to protect the communities that they are elected to protect and care for. Philadelphia, a city of over 1,500,000 people, remains at the will of elected officials from outside of the city, some hundreds of miles away, who refuse to consider practical, sensible solutions to curb gun violence.
 
To make sure that Philadelphia is able to enact the will of its voters, we will be introducing legislation that would remove restrictions on the city of the first class and allow it to adopt its own firearm regulations. To be clear, this proposal would not allow Philadelphia to adopt ordinances that directly go against state or federal law. This would just give the city the ability to better protect their communities by tailoring regulations to local conditions.
 
Our neighbors, New York and New Jersey, both give their local governments the authority to regulate firearms as needed, so long as these regulations do not conflict with state law. I look forward to your support for this legislation, to give the great city of Philadelphia the ability to tailor regulations to fit the unique needs of the city of the first class.
