MEMORANDUM

Posted: March 5, 2024 09:49 AM
From: Representative Morgan Cephas
To: All House members
Subject: Public Database of Affordable Housing

The housing crisis has had an impact on so many of our neighbors throughout the Commonwealth. It requires solutions that will create a tangible impact for those most in need. Renters and buyers are competing for a limited supply of homes, while the increased cost of rent and home prices have risen faster then people’s incomes. A growing number of households across Pennsylvania are spending more than they can afford on housing, at levels that are unsustainable in the long term.

This legislation would create, through the Pennsylvania Housing Finance Agency & other local agencies, a database of publicly financed properties throughout the Commonwealth. This database would be accessible to members of the public and would include the location of the property, the name of owner, the termination date and the affordability program’s ability for extension. PHFA will also deliver annual reports to the General Assembly as well as the Governor, on the number of properties expiring in the subsequent two years.

The dire need to expand access to affordable housing is ever growing, and it is our responsibility to provide Pennsylvanians with every recourse we can when it comes to access to affordable housing. This database will provide the necessary means to assure we make improved changes to the housing options people can access across the Commonwealth.

Please consider co-sponsoring this legislation.

Introduced as HB2396
