In 2019, the Pennsylvania Office of Attorney General created the Track + Trace Initiative to assist in tracing gun crimes and preventing gun trafficking. One of the most important aspects of this initiative is firearm retailers voluntarily providing the Pennsylvania State Police with electronic records of firearm sales immediately after transfers, rather than mailing a physical record of sale two weeks after the transfer took place. This electronic recordkeeping gives our law enforcement the ability to quickly and accurately trace guns found in crime scenes. To ensure that we are giving our officers every possible tool to keep us safe, we will be introducing legislation to require all licensed firearm importers, manufacturers, and dealers to submit their records of sale to the state police electronically, rather than by mail, unless there is a reported electronic failure, or the seller conducts 20 or fewer firearm transactions a year. Enhancing the ability of our law enforcement agencies to determine the source of firearms used in crimes will provide better protection for our communities and our officers, and will reduce the administrative burden currently being placed on our state police. Please join us in co-sponsoring this legislation to streamline the submission process for firearm dealers and empower law enforcement when investigating crimes involving a firearm. |
