Subject: | Performance-Based Budgeting Reform |
With the adoption of Act 48 of 2017, Pennsylvania began requiring its state departments to adhere to scheduled performance-based budgeting (PBB) reviews by the Independent Fiscal Office (IFO). For the first time in our state’s history, departments were required to justify their requests for more money and were held to a greater level of transparency and accountability to taxpayers. Now that the performance-based budgeting process has concluded and state agencies and tax credit programs have been subject to its review, we have an opportunity to strengthen the law even more. My legislation would require departments to provide the data related to the IFO authored PBB report recommendations. If the data is not available or has not been collected, my legislation would require departments to submit a corrective action plan to the IFO that spells out how they will collect the information and when they will provide this data. Performance-based budgeting was a markable victory for taxpayers and an excellent first step in reforming how we budget in Pennsylvania. I think it is now time to take the next step in improving this process. Please join me in cosponsoring this important piece of legislation. |
