Subject: Addressing a flaw in the House Rules regarding the Vote By Designation process.
 
Please join me as a co-sponsor of a resolution to amend the House General Operating Rules to address a weakness in the chamber’s vote by designation procedures.

Under the current iteration of Rule 66(a), a member who is not in the Hall of the House may submit a designation form to allow the Majority Whip or the Minority Whip to cast the member’s vote.

A recent party-line vote of the full chamber has determined that a previously filed designation form allows a vote to be cast on the member’s behalf, even if the member is subject to an active warrant for arrest and whose location is not known.

My proposal would amend the House General Operating Rules to prohibit a vote from being cast by designation when a warrant has been issued for the member’s arrest or the member is incarcerated.

I have compassion for anyone who is facing such challenges with the legal system, but the use of a designation form to continue to have a vote cast on the member’s behalf is not appropriate. We should adopt a rule to ensure this situation does not repeat itself.

I look forward to working with you on this important resolution.
