MEMORANDUM

To: All House members
Subject: Providing CTE Courses to Students

We recognize the reality that there are children in our secondary schools who do not wish to go to college, but who wish to pursue educational opportunities other than a college-oriented pathway so that they can achieve meaningful and profitable employment as they enter the workforce.  In the near future, we will be introducing legislation designed to ensure that such students who wish to pursue educational opportunities in our secondary schools in career and technical training, career and technical industrial education, career and technical agricultural education or similar educational opportunities outside of a dedicated path to college, are given the opportunity to follow their pursuits.

Pennsylvania has over 80 career and technical education (CTE) centers for students. At first glance that might seem impressive, but the state has 500 school districts.  While a bachelor's degree might be a great fit for some students, it is not the pathway chosen by all students and we need high school graduates ready for the workforce with the knowledge and skills to be successful.  Current information we have reviewed demonstrates that an estimated 40% of recent college graduates work in jobs that do not require a college degree.

This bill does not diminish the good work of the secondary schools in preparing our students for both college and non-college pathways but rather ensures that students on non-college pathways have access to the education that they desire.
