Subject: | No NGO Guidance Without Due Process |
In the near future, I will be introducing legislation which protects Pennsylvanians from being burdened by guidance from non-governmental organizations without due process. My legislation would require an agency that submits a proposed regulation that accepts or adopts guidance from the World Health Organization, United Nations or the World Economic Forum to also submit a regulatory analysis. This analysis provides pertinent background information, including statutory authority, estimates of costs or savings, recordkeeping requirements and affected parties. The agency must also address whether the requirements imposed by the regulation are more stringent than those established under federal standards. My legislation would also require the regulatory analysis to include Commonwealth-specific information, including how the guidance would apply to Pennsylvania and supporting data. This legislation is based on similar legislation being considered by Louisiana. I hope you join me in co-sponsoring this legislation. |
