Subject: Bytes and Rights: Safeguarding Kids from Online Harm
 
In the near future, I intend to introduce a package of resolutions and bills to protect children from pornographic and other harmful materials, safeguard children’s data privacy in our schools, and strengthen our education laws relating to informed parental consent.  Advancements in technology and widespread internet usage have fueled a recent surge of interest in Internet pornography, with one of the most popular pornographic websites reporting approximately 1.6 billion unique visitors per month in 2023.  In 2018, there was an astounding 5,824,699,200 hours of content consumption on this same pornographic website – in other words, nearly 665 centuries worth of pornographic material was viewed on a single website in one year. 
 
Numerous studies have demonstrated the significant impacts pornography consumption can have on an individual’s mental health, overall well-being, and personal relationships.  Specifically, researchers have made the following findings in recent years:
  • Addiction & Compulsive Behavior: Several studies have found associations between pornography consumption and symptoms of addiction, including the loss of control, extreme preoccupation with pornography, and withdrawal symptoms with any decline in pornographic exposure.[1]
  • Mental Health Implications: Studies have linked frequent pornography consumption with mental health issues, including depression, anxiety, and low self-esteem.  Researchers suspect that unrealistic depictions of sex and body image in pornographic materials may contribute to feelings of inadequacy, particularly in individuals who are prone to mental health issues.[2]
  • Relationship Problems: Some research indicates that frequent pornography consumption may be associated with decreased relationship satisfaction, an increase in conflict and jealousy, and decreased intimacy or sexual satisfaction within romantic partnerships.[3] 
  • Sexual Attitudes: Numerous studies suggest that exposure to pornographic material may lead to a more permissive attitude towards casual sex, risky sexual behaviors, and the objectification of sexual partners.[4]
  • Divorce: Among young adults, studies have found that divorce rates increase dramatically when pornography is introduced into a previously pornographic-free relationship.[5]
 
America’s consumption of pornography shows no signs of dwindling and with an increase in adolescent use of pornography, we must take action to protect individuals from the harmful effects of pornography.

Description: #1: This resolution declares that pornography is a public health hazard due to its detrimental impacts on mental health, relationships, and children and its contribution to the objectification and sexualization of women. 
 
 

Document #2

Description: #2: In Section 5903 (relating to obscene & other sexual materials and performances) of the Crimes Code, individuals are prohibited from displaying or distributing obscene materials to minors.  However, Section 5903 provides that this prohibition does not apply to the libraries of any school.  This resolution will urge the General Assembly to repeal this exemption to protect minors and ensure that schools maintain a safe and respectful environment.

Description: #3: This bill will require schools to first obtain informed parental consent prior to offering a child instruction on any subject relating to human sexuality.  Classroom instruction relating to sexuality with children desensitizes children to sexual content and normalizes sexual behavior in children.

Description: #4: This bill will protect children’s data privacy by prohibiting the collection and sale of data in schools and authorizing the enforcement of data privacy via civil liability.  This bill recognizes that schools should not consent to data collection of minors and should endeavor to protect the confidentiality of all students’ personal identifying information.

Description: #5: This bill will require pornographic websites to verify the age of all website visitors to protect minors from harmful pornographic materials.  As many of our children spend an increasingly greater portion of their spare time on the Internet, it is important to impose guardrails on websites offering unrestricted access to pornographic materials.  According to Brigham Young University study, pornographic material is present on 12% of all Internet websites.[6]

Description: #6: This bill provides that the term “child abuse” in the Domestic Relations Code does not include an individual’s refusal to (1) use a child’s preferred pronouns or (2) to consent to a child’s gender affirmation treatments.  Under current law, the term “child abuse” is defined, in part, as knowingly or recklessly “causing or substantially contributing to serious mental injury to a child through any act or failure to act[.]”
