The higher education environment is changing. Enrollments are decreasing, and several institutions across our Commonwealth have faced significant challenges. This legislation ensures transparency for the Commonwealth, students, and staff of higher education institutions and continued good stewardship of taxpayer dollars.
 
This legislation requires all higher education institutions to provide financial information yearly if they receive Commonwealth funds or federal funds distributed by the Commonwealth.  
 
This legislation takes a dual approach, emphasizing both compliance and student welfare. It outlines sanctions and other remedies for non-compliance. It sets clear rules and regulations for the timing of a school closure notice, the retention of student records, and a mechanism to ensure that students can seamlessly continue their education at another higher education institution.
