Subject: Empowering Local Communities; Optional Local Tax Reform for Municipalities
 
Currently, Pittsburgh is the only municipality allowed under The Local Tax enabling Act to levy, assess, or collect a payroll tax. Additionally, other municipalities are limited with levying an earned income tax and local services tax rates. This is not fair to municipalities which may need additional tax revenue to provide critical services to their communities.
 
To address this issue, my legislation would give other municipalities the option to levy a payroll tax, along with an earned income tax and local services tax, through ordinances. Providing this flexibility will provide more critical funding to these municipalities, as they all have different financial needs and types of services.
