Subject: Enhancing Teacher Certification Flexibility: Updating Instructional Certificate Grade Spans and Age Levels
 
I am proposing legislation that will modify Pennsylvania's teacher certification system by revising the grade spans and age levels at which educators are certified. This change aims to provide schools with greater flexibility in teacher placement while expanding employment opportunities for newly certified teachers.

Under this legislation, the following updated certification levels would be established for incoming educators:
  • Early Childhood: Pre-kindergarten, kindergarten, and grades 1 through 5, covering ages 3 through 10.
  • Secondary: Grades 6 through 12, encompassing ages 11 through 21.
The existing certification levels for Elementary/Middle, Specialized areas, and Special Education would remain unchanged.

By broadening the grade spans covered under each certification level, we can empower our schools to more easily assign teachers where they are needed most. This flexibility is particularly valuable as districts navigate evolving student needs and a persistent teacher shortage. Simultaneously, aspiring teachers will benefit from expanded job prospects upon entering the education workforce.

To ensure a smooth transition and provide ample time for the Pennsylvania Department of Education (PDE) and teacher preparation programs to adapt to these changes, the new certification levels would take effect for certificates issued on or after January 1, 2028.

Additionally, the bill provides for the transition to the new certification areas when prospective teachers have already started a teacher preparation program.

Modernizing Pennsylvania's teacher certification system is a critical step in supporting our schools, students, and educators.
