Subject: Longtime Owner Occupant Programs (LOOPs)
 
The Longtime Owner-Occupant Program (LOOP) gives property tax relief to homeowners who have lived in their homes for at least 10 years by exempting or deferring property tax increases even if their home assessment values increase in future years. A LOOP is aimed at offsetting the effects of gentrification, which drives many longtime residents from the homes they worked hard to pay for and made memories in with their families and friends. Currently, our constitution only allows LOOPs in Philadelphia and Allegheny Counties. The recent enactment of Act 53 of 2024 will allow the city of Pittsburgh to implement a LOOP, but this is not an option open to communities in the other 65 Pennsylvania counties.
 
To address this unfairness and provide more flexibility for areas across Pennsylvania, our legislation would amend the Pennsylvania Constitution to make it possible for other counties to create LOOPs. By making this change to the Constitution, the General Assembly with be able to provide additional property tax relief tools for residents.
