Subject: Expanding TRICARE and Establishing a TRICARE Reimbursement Program
 
Currently, our Pennsylvania National Guard members face gaps in healthcare coverage under TRICARE Reserve Select (TRS), a premium-based insurance plan available for certain members of the Selected Reserve and their families. While TRS provides health and vision benefits, it excludes dental coverage for our service members.
I will soon be introducing legislation to establish a TRICARE Premium Reimbursement Program within the Department of Military and Veterans Affairs. My bill would ensure that eligible Pennsylvania National Guard members and their families enrolled in TRS receive comprehensive healthcare, including dental coverage, at no cost. Under this reimbursement program, Pennsylvania National Guard members would submit their own and their families' TRS and TRICARE dental premium payments for full reimbursement.
Additionally, I will be introducing a resolution urging Congress to expand TRS eligibility to include members of reserve components of the Armed Forces who are enrolled or eligible to enroll in the Federal Employees Health Benefits Program. This current exclusion disincentivizes federal government employment and penalizes members of the Selected Reserve who serve the federal government in civilian capacities. Expanding TRS eligibility can help attract and retain talented individuals who contribute to both our national and statewide defense efforts.
Our National Guard members deserve comprehensive healthcare, including dental coverage. By reimbursing premiums for TRS and advocating for expanded eligibility at the federal level, we can alleviate financial strain and significantly enhance the health and wellbeing of our service members and their families. Beyond addressing immediate healthcare needs, these initiatives support our military readiness and underscore our commitment to those who serve.
