MEMORANDUM

Posted: September 27, 2024 11:01 AM
From: Representative Ryan E. Mackenzie
To: All House members
Subject: Reporting of Illegal Immigrant Health Care Costs

In the near future, I will be introducing legislation that will require the reporting of costs associated with health care provided to illegal migrants.

Currently, hospitals can report costs incurred from uncompensated care to the Department of Health (DOH) if they wish to be remunerated through the Hospital Uncompensated Care Program. However, these costs apply to anyone who is unable or unwilling to pay for services provided by the hospital, regardless of immigration status.

My legislation will require all hospitals licensed in Pennsylvania to report the number of admissions and emergency room visits made by illegal migrants to DOH each year. Using this data, the department will then be required to develop an annual report including information related to the cost of uncompensated care provided to illegal migrants and the impact this has on our Commonwealth’s hospitals.

We need to have a better understanding of the effect illegal immigration is having on our healthcare system, especially given the unprecedented number of illegal migrants entering the United States and the prevalence of sanctuary cities across Pennsylvania.

Please join me in cosponsoring this important piece of legislation.

Introduced as HB2591
