Subject: | 100-Year Plan to Bury Electrical Lines |
I plan to soon introduce legislation that would require electric utilities to bury electrical lines as part of a 100-year plan. This will allow utilities to build cost into the rate base, just like new services required by municipalities and has a 5-year start-up planning process, plus 95 years of implementation. It will target all census tracks with a population density exceeding 5,000 per square mile. Electric utilities will work with municipalities, other utilities and PennDot to coordinate. The public benefits of this long-term planning include less vulnerable infrastructure during natural disasters, accidents, etc., the ease of repairs and new construction, no hazard for firefighters, no “V” cuts in street trees and no sidewalk poles impeding handicapped access.
