MEMORANDUM

To: All Senate members
Subject: Addressing Unfunded Educational Mandates

Too often school districts are saddled with increasing costs from new unfunded mandates out of Harrisburg. The financial impact of these unfunded mandates on school districts is significant and onerous requiring school districts to implement new education policies without providing the necessary funding.

Although these mandates come with good intentions, they often lead to unintended consequences for students, teachers, and taxpayers. These consequences often include less money reaching the classroom and/or increased school property taxes.

In the near future, I will reintroduce Senate Bill 41 of last session, which proposes an amendment to the state constitution to prohibit unfunded mandates on school districts. Under this measure, any mandate passed by legislation or executive action must be fully funded. This funding would have to be available for school districts prior to implementation of the mandate. By placing this restriction in the constitution, school districts will be able to focus on directing more money into the classroom without raising property taxes.
