Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: December 13, 2022 12:29 PM
From: Senator Jay Costa
To: All Senate members
Subject: Use of Political Action Committee Residual Funds

In the near future, I will be re-introducing Senate Bill 862 from last session to allow the residual funds of terminated political action committees (PAC's) to be donated to non-profit organizations.

Under current law, the Election Code requires that the funds remaining in the account of a terminated PAC can only be used for campaign expenses or distributed back to campaign donors. My legislation would provide a third opportunity by allowing for money to be donated to non-profit organizations.

The bill prohibits the donation of these funds to a non-profit organization that has an affiliation with the candidate or a PAC officer.

Senate Bill 862 passed the Senate State Government Committee unanimously in 2021.

Please join me in cosponsoring this legislation.  Previous co-sponsors include Senators Fontana, Santarsiero, Phillips-Hill, Schwank, Tartaglione, Comitta, Cappelletti, and Street.

Introduced as SB218
