Subject: Article V Application and Accompanying Delegate Resolution
 
                Soon, I will be re-introducing an application to Congress for a single-subject Article V convention. The subject of this convention will be one amendment to the United States Constitution that will restore the tenth amendment sovereignty of the state legislatures and give state legislatures the authority to repeal, or countermand, any act of the President, Congress, the Supreme Court, and any regulation decision by a Federal Government agency when thirty state legislatures vote to repeal.

                In addition to the application to Congress, I am introducing an additional resolution that provides guidelines to and controls over delegates for behavior at the convention. These guidelines are meant to ensure the legislature’s sovereign will is protected against any risk of delegates misbehavior and any attempts to create a “runaway convention.”

                I believe the founding fathers gave us the Article V convention for the purpose of reining in an out-of-control Federal government that many times tramples on the role of state legislature. We, the Executive Branch, our municipal governments, our businesses and constituents have all felt the onerous pressure from federal overreach. It is time we use this powerful tool to build a better future for our Commonwealth and for our nation.
