Subject: Amending Pennsylvania’s Film Production Tax Credit Program
 
Pennsylvania’s Film Production Tax Credit has helped contribute $3.3 billion into Pennsylvania’s economy while generating over $5 billion in total economic activity and $785 million in state and local taxes.

While this program has helped boost large, multi-million-dollar productions, smaller, independent movie makers and producers have far more difficulty being awarded these tax credits from the Department of Community and Economic Development.

Tax Credits are also largely allocated for movies and tv shows filmed primarily in the Commonwealth’s two largest urban centers. In the last ten years, Philadelphia and the four suburban counties received 64% of the tax credits allocated totaling over $299 million. Allegheny County received 20% of the tax credits allocated totaling over $281 million.

Legislation I will introduce will amend the program so:
  • 10% of the total tax credits issued per year are reserved for projects whose total operating budgets are less than $1 million;
  • 20% of the total tax credits issued per year are reserved for projects that film primarily outside of Philadelphia, the four collar counties, and Allegheny County; and
  • all Film Production Tax Credits can only be expensed within Pennsylvania.
