MEMORANDUM

Subject: Preventing Financial Exploitation

The complex issue of abuse has equally complex impacts on its victims. Oftentimes, one of these overlooked impacts is the financial exploitation of the victim.

Financial exploitation stems from deception, intimidation, and undue influence over one’s finances to actively cause financial dependence by interfering with employment or education. This makes it virtually impossible for victims, especially those of domestic violence, to escape abusive situations and live on their own. Unfortunately, this is the stark reality for many.

To address the inadequacies of Pennsylvania law when it comes to financial exploitation, I will be introducing a companion to legislation by Representative Kristine C. Howard. Our legislation will protect countless elders, care-dependent individuals, and family or household members from this oftentimes disregarded ruination.

Please join us in setting a vitally important precedent for victims of financial abuse not only in Pennsylvania, but across the entire nation.
