We plan on introducing legislation to allocate $300 million to Pennsylvania programs who fund drinking water, sewer, and stormwater projects throughout the Commonwealth. Last year, legislation we sponsored was adopted as part of the budget and allocated $320 Million in new water, sewer, and stormwater grant funding. This funding was awarded through American Rescue Plan Act funds to the H2O PA – Water Supply, Sanitary Sewer and Storm Water Projects Program and to the PA Small Water and Sewer Program, both administered by the Commonwealth Financing Authority. According to the Department of Community and Economic Development, both programs were oversubscribed. The H2O PA program received 476 applications seeking more than six times the dollars made available - $1,239,265,670 in requested funding compared to the $205,400,000 allocated. The PA Small Water and Sewer program received 961 applications seeking $300,933,024 in funding compared to the $105,600,000 available. Investing in water, sewer, and stormwater infrastructure is key to addressing the Commonwealth’s significant backlog of water and sewer projects that lack necessary funding. We must ensure all the Commonwealth’s citizens have access to clean and safe drinking water and leverage significant investments by the federal Bipartisan Infrastructure Law to make that access a reality. Additionally, it is vital that we address the increasing challenges stormwater issues cause our communities. Stormwater runoff causes flooded homes and roadways, property erosion, and collapsing infrastructure and costs homeowners and communities millions. Finally, investing these funds in our water and sewer infrastructure is estimated to create approximately 6,600 jobs. Please join us in sponsoring this legislation. |
