Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: July 13, 2023 05:26 PM
From: Senator Patrick J. Stefano
To: All Senate members
Subject: Vendor-Designed Specialty License Plates

In the near future, I will introduce legislation to modernize the process by which Pennsylvanians purchase specialty license plates by allowing PennDOT to contract with a private vendor for the marking and sale of vendor-designed specialty license plates.

Currently, Pennsylvania residents seeking to obtain a personalized or specialty license plate must navigate an overly bureaucratic process that does not lend itself to customer convenience or the production of transportation revenue.

This legislation would provide Pennsylvania residents the option to purchase vendor-designed specialty license plates while maintaining the necessary safeguards and oversight from PennDOT.  The bill requires PennDOT to have final approval and oversight of the vendor specialty license plate program.  Each vendor-produced specialty license plate must meet Pennsylvania safety and legibility standards and must be compatible with toll roads, police departments, and other automated plate reading technologies.

The state of Texas implemented a similar program that returned nearly $25 million in new revenue for the calendar year 2022 and over $150 million in new revenue since the program’s inception in 2009.

Please join me in co-sponsoring this legislation to capitalize on Pennsylvanians’ interest in specialty license plates and drive new, much-needed transportation revenue without new taxes or mandatory fees.  If you have any questions regarding this information, please contact Jake Gery in my office at jgery@pasen.gov.

Introduced as SB1113
