Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: May 30, 2024 09:15 AM
From: Senator Frank A. Farry
To: All Senate members
Subject: Taking the Unnecessary Toll Out of Parking

In order to promote the use of modern frictionless gateless parking technologies desired by consumers in Pennsylvania, I am introducing legislation that will allow owners or operators of parking facilities or their agents, upon completion of an Affidavit of Intended Use, to look up the name and address associated with a license plate of a vehicle that has parked on their property.

The benefits of this new technology include the elimination of congestion caused by stacking at the entrances and exits of parking facilities during peak hours or at events, reduction in upfront and operational costs associated with gated facilities, mobile payment of parking sessions, text alerts to extend sessions from remote locations, and post validation options that support local business when the patron visits the location.

Currently, private universities, resorts, amusement parks, and private owners and operators of parking facilities across Pennsylvania are losing millions of dollars due to the inability to look up the license plate of violators of posted parking rules. My legislation will allow private owners, operators, and their agents to complete the Affidavit of Intended Use required by PennDOT and transmit a list of license plates along with a $1.00 for each plate to receive the name and address associated with that plate so that they can mail an invoice to patrons who, despite the display of required public notice of the rate of charge, fail to pay for the parking session. This legislation will increase revenue to the State Police for cadet classes and generate millions of dollars across Pennsylvania for cities and municipalities that impose a parking tax. Forty-five (45) other states already allow this type of license plate look-up at an average of $1.00 per license plate.

Please join me in cosponsoring this legislation to enable parking facilities to adopt the type of conveniences desired by patrons and supports local businesses.
