Subject: Governor's Economic Dev Plan: Pennsylvania Strategic Investments to Enhance Sites (PA SITES) Program
 
In the near future, we plan to introduce legislation to create the Pennsylvania Strategic Investments to Enhance Sites (PA SITES) program. 
 
Part of Governor Shapiro’s 2024-2025 budget proposal, the bill will authorize up to $500 million in new funding to invest in site development, preparation, and readiness for businesses to locate or expand in Pennsylvania.  Funded by a bond issuance through the Pennsylvania Economic Development Financing Authority, the program will include both grant and loan options, and will be open to private, public, and nonprofit site developers working on both industrial and non-industrial economic development sites.
 
It’s clear that the demand for competitive, well-equipped and shovel-ready locations is strong - a $10 million pilot of this program funded by the 2023-2024 budget received 102 applications totaling more than $236 million in requests.  That pilot supported seven projects across the commonwealth, accelerating business development and economic opportunity.
