Subject: | Electric Vehicle Sales in Pennsylvania |
Pennsylvania has long prohibited car dealers from selling new vehicles directly to consumers, opting instead to require the use of a franchise sales model. However, as vehicles change and markets evolve, so too do ideas about vehicle sales, with more and more electric vehicle manufacturers throughout the country opting for a direct-to-consumer sales model. In 2014, the General Assembly amended the Board of Vehicles Act to allow manufacturers dealing solely in EV’s who were in business for the 12 months prior to sell directly to the public. At that time, Tesla Motors was the only EV manufacturer that fit this description, and therefore, they will be the only EV manufacturer to ever fit that description. Now ten years later, there are other EV manufacturers using similar business models, but Pennsylvania law is so narrowly tailored that they are not allowed to do business here. Other EV manufacturers, such as Lucid and Rivian, are being squeezed out of the market. In the near future, I will introduce legislation that would amend the Board of Vehicles Act to permit all manufacturers dealing solely in EV’s to use a direct-to-consumer sales model. Doing so will provide a level playing field across the EV market, creating competition in Pennsylvania and providing more choices for consumers who are shopping for EV’s. Your support and co-sponsorship of this initiative is welcome. |
