Senate of Pennsylvania
Session of 2023 - 2024 Regular Session

MEMORANDUM

Posted: June 18, 2024 02:01 PM
From: Senator Wayne D. Fontana
To: All Senate members
Subject: Downtown Reinvestment Program

Downtowns are the heartbeat of our communities, and they are also key indicators of larger social and economic trends. A thriving downtown means successful businesses, engaged citizens, cultural events and jobs. In contrast, when city centers are neglected, it often leads to shuttered businesses and lost opportunities.

Many downtowns across Pennsylvania are asking the Legislature for tools to promote local economic development and revitalization activities through investment. They believe that the stimulation of critical infrastructure and amenity projects will improve the overall quality of life necessary for attracting and retaining resident, businesses and visitors to downtown.

I will soon be introducing legislation that would establish a Downtown Reinvestment Program (DRIP) to enable and equip local governments with the tools and resources necessary to reinvest in our downtown areas. This would be achieved by allowing local governments the ability to establish new and tailored funding mechanisms to address their unique needs and build upon ongoing downtown revitalization efforts.

Please join me in helping to ensure the downtowns of our communities are able to survive and thrive in the years to come by co-sponsoring my DRIP legislation.
