Subject: Vehicle Window Tint During PA Vehicle Inspections
 
Roadway safety is a priority in Pennsylvania, and providing greater oversight of legal window tinting will only enhance our success. In Pennsylvania, current law allows windows on motor vehicles to have a minimum Visible Light Transmission (VLT) of 70%, which refers to the amount of light able to pass through the window. This means that vehicle windows may be tinted to a maximum of 30%. Nearly all window tints done during a vehicle’s manufacturing process comply with state law. After-market tinting of vehicle windows by third party businesses are where the window tinting law is most often violated.  
 
Over the years, Pennsylvania has witnessed a rise in the number of vehicles that do not comply with the legal level of tinting, with State Police writing almost 10 citations every day. It is important that we address these growing concerns promptly. Illegal window tints hinder a driver’s vision, making it difficult for them to see clearly and communicate their intentions with others. This creates enhanced risk to pedestrians, law enforcement, and other drivers.
 
In order to address these concerns, I am planning to introduce companion legislation to Rep. Gallagher’s HB 2501, to mitigate the potential dangers of illegal window tints by amending Title 75 to require window tint be included as a part of the annual state vehicle safety inspection. Additionally, this legislation will require businesses that preform window tinting to notify customers if the level of tint being installed will violate Pennsylvania law.
