Subject: | Roadable Aircraft |
Soon, I will be introducing legislation to allow for roadable aircraft – more commonly known as flying cars – to travel both on roadways as a motor vehicle and flown in the airspace as an aircraft. This change would afford Pennsylvania an opportunity to be one of the first states to introduce this revolutionary technology and provide a framework for any special requirements, such as licensing, registration, and safety inspection, for roadable aircraft. Currently, only two states formally recognize roadable aircraft as a legitimate category of vehicles allowed for use on their roadways: Minnesota and New Hampshire. Under the new legislation, drivers of roadable aircraft are required follow the same traffic laws as other vehicles, including cars, trucks, bicycles, and motorcycles. Key regulations will outline the process for state registration of these vehicles, ensuring that roadable aircraft – despite their dual capabilities – are integrated safely into existing traffic systems without causing disruptions or safety hazards. Technology is constantly transforming, for the better, how people travel, and access goods and services. Across the nation, advanced air mobility—a rapidly evolving sector within aviation that encompasses a range of innovative aircraft, technologies, and infrastructure—has the potential to generate new revolutionary transportation options and transform how people access essential services, like emergency and medical services, goods, and mobility across urban, rural, and regional communities. The concept of urban and rural aviation is not new, and while the implications of these innovations may not yet be fully realized, there is a significant need now for legislation that lays the foundation for integrating roadable aircraft into our commonwealth. The inclusion of roadable aircraft in other states legislative framework reflects a broader trend of innovation in transportation. As technology continues to advance, the integration of these types of vehicles requires forward-thinking legislation that addresses operating and equipment requirements.
