Subject: V-I-Fleet Act
 
In 2023, PennDOT reported that there were over 300,000 antique and classic vehicles registered across our Commonwealth.  Many of the owners of these vintage vehicles have more than one vehicle in their collection.  Under current law, each vehicle must be registered individually with PennDOT in order for it to be driven on the road.

I intend to introduce legislation in the near future, combining aspects of fleet vehicle registration and dealer plate registration both of which are generally limited to businesses, to provide for a personal fleet registration strictly for antique and classic vehicle collections. 

Under this bill, to be known as the V-I-Fleet Act, or Very Impressive Fleet Act, an individual will be able to register up to ten (10) classic or antique vehicles under the same registration.  Additionally, this legislation will require an owner to maintain, at minimum, only one license plate for the entire fleet but would allow for as many plates as there are vehicles on the respective registration.  This would permit a collector to move their license plate(s) from vehicle to vehicle as they see fit, provided that it is listed on the corresponding registration. 

As this collector’s collection registration is for classic and antique vehicles only, non-vintage vehicles would not be permitted to be included on these registrations and would continue to be registered individually and separately.  All other requirements, including vehicle insurance, to be deemed roadworthy would remain the same in order for a vehicle to be driven on a public road.
