Subject: Reducing uninsured vehicles with automated pilot program
 
In the near future, I will introduce legislation to authorize a pilot program for automated vehicle financial responsibility enforcement pilot program in a county of the Second Class.

The goal of this pilot program is to determine its usefulness in deterring or reducing the prevalence of uninsured vehicles traveling on our roadways. 

The district attorney, working in coordination within the county to implement an automated program that allows for the use of license plate reader LPR technology to identify vehicles that are not carrying insurance as required under the PA vehicle code. 

Upon identification the owner would be notified via mail and assessed a $300 civil penalty. 

The owner of the vehicle would be required to complete a financial responsibility educational program and provide proof that the vehicle has been adequately insured. 

Payment of the civil fee completion of the course, and verification of insurance would allow the individual to avoid current penalties in title 75 which could include a suspension of both the vehicle registration and the owner’s operating privileges for up to three months. 

The pilot program would sunset in three years and require annual enforcement stats to be shared with both PennDOT and the General Assembly.
