MEMORANDUM

Posted: December 3, 2024 02:40 PM

To: All House members
Subject: Permitting Municipal Authorities to Deploy Broadband

Across Pennsylvania, municipal authorities provide vital services to our constituents. Whether through environmental, economic development or community partnerships, municipal authorities finance and maintain critical utility infrastructure and protect the public health, safety, and overall welfare of our constituents.

Currently, municipal authorities must today navigate arcane procedures to secure fast, high quality broadband. Rural areas in particular are underserved by large corporate Internet Service Providers (ISPs). This inability for many communities to access high quality broadband internet stifles economic growth, job creation and future economic investment.

My legislation would permit the deployment of a publicly-owned broadband internet network under the Municipal Authorities Act. Municipal authorities would be granted the ability to deploy and manage their own broadband infrastructure to serve their communities instead of relying on monopolistic ISPs.

Our constituents deserve the ability to access quality internet service regardless of where they live. Please join me in providing municipalities another option to provide quality internet service for their communities.
