MEMORANDUM

Posted: December 13, 2024 10:47 AM
From: Representative Danilo Burgos
To: All House members
Subject: Blood Type Inclusion on Driver’s Licenses and Identification Cards

Driver’s licenses and identification cards contain invaluable information for first responders.  With vehicle crashes resulting in over 66,000 injuries and 1,209 fatalities on our roads in 2023, first responders need access to as much information as possible when responding to vehicle incidents.  In an emergency, an individual’s residential address, eye color, and height may not be enough vital information to properly care for a crash victim.

For this reason, I plan to introduce legislation to require the inclusion of an individual’s blood type on their driver’s license or identification card.  This will give first responders an added tool to better care for victims involved in a vehicle crash and will help save lives.  As an added benefit, individuals can quickly reference their driver’s license or identification card if they need to provide their blood type on a medical form.

This is a small change to the way in which we provide licenses and identification cards to our residents, but it will have a profound impact on helping first responders do their jobs.  Please join me in co-sponsoring this legislation.  Your consideration is greatly appreciated.
