MEMORANDUM

Posted: December 23, 2024 02:07 PM
From: Representative Jim Prokopiak
To: All House members
Subject: Sales Tax Exemption for Affordable Housing Building Materials

Pennsylvania is grappling with an affordable housing shortage, leaving many families without access to stable, reasonably priced homes. This shortage not only affects the ability of families to find housing but also impacts contractors and developers. The state sales tax on building materials creates a financial burden, making it more costly to construct affordable housing. This additional expense discourages the development of much-needed housing units and further exacerbates the crisis.

My legislation would address the affordable housing crisis by exempting building materials, supplies, and related services for qualifying affordable housing projects from the state sales tax. By following the examples set by Colorado and New Jersey, Pennsylvania can provide relief to contractors and developers and, ultimately, home buyers, by reducing costs and promoting the construction of affordable housing across the state.

Removing this tax burden would encourage the creation of affordable housing, benefiting not only families in need but also communities as a whole. It would support job growth for contractors and developers, stabilize housing prices, and help ensure that all Pennsylvanians have access to safe, affordable homes.

Please join me in co-sponsoring this legislation and help make housing more accessible and alleviate the burden on Pennsylvanians in need.
