Subject: Reimbursement for Safe Passage to School
 
Currently, Pennsylvania’s school districts receive reimbursement for transportation costs related to bus services for students living more than 1.5 miles from their school, but they do not receive any financial assistance for providing crossing guards to ensure the safety of students who walk or bike to school. This lack of reimbursement places an undue burden on local districts and municipalities which must bear the full cost of crossing guards at busy or dangerous intersections.
 
Our legislation would require the state to reimburse school districts for a percentage of the cost related to providing crossing guards. The reimbursement formula would follow the same structure as the current transportation reimbursement system, where districts receive a percentage of the cost based on their aid ratio.
 
Our legislation will help ensure that students, regardless of how they get to school, have safe passage. By reimbursing school districts for a percentage of the cost of crossing guards, we can alleviate the financial burden on local governments and school districts, ensuring that safety measures are adequately funded and implemented for all students.
