Subject: Establishing the Pennsylvania Department of Energy
 
Pennsylvania is fortunate to have a wide array of energy resources within its borders. Gas, coal, nuclear, solar, wind, and hydro are just a handful of the energy sectors that make-up PA’s diverse energy portfolio. However, questions have been raised about our ability to seize on this diversity and build out a sustainable energy strategy that benefits all Pennsylvanians.

Both the industry side and the consumer side have expressed frustration over the state of energy in our Commonwealth. For producers, the lack of clear and consistent guidance from the state has caused countless energy projects to sit unfinished. For consumers, frustration is growing over the price of energy and the lack of modern, renewable options. The PA Department of Environmental Protection, one of multiple state agencies currently charged with overseeing energy in our state, recently acknowledged that there’s always been confusion over who does what when it comes to energy.

In the near future, I will introduce legislation to establish the Pennsylvania Department of Energy under a Secretary of Energy appointed by the Governor and confirmed by the Pennsylvania Senate. This new department will exercise oversight over PA’s energy portfolio to:

-Foster the development of new and emerging energy resources and projects;
-Develop a comprehensive state energy plan;
-Serve as central authority over siting energy projects and facilities;
-Administer state and federal energy programs; and
-Work alongside public and private agencies to strengthen PA’s long-term energy security and affordability.
